About Stephen

As Blaine County Clerk, Stephen Graham serves as Clerk of the District Court, Chief Budget Officer, Chief Elections Officer, Ex-Officio Auditor, and Ex-Officio Recorder — five constitutional roles, one standard of excellence.

Stephen came to Idaho in 2020 as an artist-in-residence at Ernest Hemingway's historic home in Ketchum — and chose to stay. He lives in the Woodside neighborhood in Hailey, and serves as Concertmaster of the Wood River Valley Orchestra.

First appointed Clerk in September 2021 and subsequently elected, Stephen has administered nine elections and is leading the most significant financial systems modernization in county history. He holds a Master of Public Policy from Georgetown University and brings over a decade of experience managing multi-million-dollar budgets — six years in international public health before serving as Blaine County's chief budget officer.

Highest voter turnout in Idaho.

Blaine County recorded the highest voter turnout in the state in the November 2025 election.

Nine elections administered.

Since taking office in September 2021, Stephen has administered nine elections — every one on time, on budget, and certified without incident.

150+ student poll workers recruited.

Since 2023, partnering with local schools to bring high school students into elections — building civic engagement from the ground up.

Modernized land records.

Launched new recording software in 2025 after 18 months of planning. Free online access to document indexes, plus Fraud Notify alerts for property owners.

Enterprise financial system — going live summer 2026.

Leading Blaine County's transition to Tyler Technologies' enterprise financial platform — general ledger, accounts payable, payroll, and budgeting. On schedule for summer go-live. The most significant modernization of county financial operations in Blaine County history.

Broadband to Picabo and Carey.

Extended broadband access to underserved communities through federal ARPA funding.

Expanded language access.

Sponsored advanced training for an Idaho Supreme Court–certified Spanish interpreter and additional staff pursuing interpreter certification.

Conversations with Clerks.

As chair of the IACRC Education Committee, Stephen leads a weekly mentorship program pairing nine new and newer elected clerks with experienced colleagues — focused on knowledge transfer, management challenges, and the craft of public service.
